  In order for the discord and spotify controls to work correct, you need to have OSC enabled in your radial menu as it shows below. After you have that set you will need to have a program which connects the two together. This is what i use currently, it's free and all you need to do it follow its intrsuctions. https://github.com/VolcanicArts/VRCOSConce you install that just check discord and spotify and run it. From then the controls will work while your in vrchat to use them without having to tab out the game.
